8:30 Welcome and registration of participants

9:00 Opening address

  • Marc Debusschere, Conference Chairman
  • Sergey Tsvetarsky, Director General of the Bulgarian National Statistical Institute hosting BDES 2018
  • Mariana Kotzeva, Director General of Eurostat

09:30 Keynote speech

Dominik Rozkrut, Director General Statistics Poland (GUS):
Big Data in official statistics - where has the velocity gone?

10:00 Workpackage 1 - Webscraping job vacancies

Discussant: Michail Skaliotis

WP1 aims to demonstrate how the internet could be used as a source for statistics on job vacancies. Ten partners (UK, BE, DE, DK, EL, FR, IT, PT, SE, SI) have explored a mix of sources, including job portals, job adverts on enterprise websites, and job vacancy data from third party sources. Vladimir Kvetan (CEDEFOP) will present how information on skills can be derived from these data. More information.

11:15 Coffee break

11:30 Workpackage 2 - Webscraping enterprise characteristics

Discussant: Lilli Japec

The 6 partners of WP2 (IT, BG, NL, PL, SE, UK) have been investigating the potential of webscraping, text mining and inference techniques to collect general information about enterprises. Compared to WP1, this involves more massive scraping of websites and treating more unstructured data. More information.

12:45 Lunch break

13:45 Workpackage 3 - Smart meters

Discussant: Anders Holmberg

WP3, carried out by 6 partners (EE, AT, DK, IT, PT, SE), focuses on smart meters and more particularly on electricity meters as a possible source for statistics on energy consumption and possibly also on housing, household expenditure, environmental impact and energy production. More information.

14:45 Workpackage 4 - AIS data

Discussant: Faiz Alsuhail

The 5 partners of WP4 (NL, DK, EL, NO, PL) have investigated whether real-time measurements of ship positions, as measured by AIS (Automatic Identification System), can be used to improve existing statistics. More information.

15:45 Coffee break

16:00 Workpackage 5 - Mobile phone data

Discussant: Anders Holmberg

WP5 has two main objectives: investigate and enable access to mobile phone data, and start developing use cases and appropriate methodologies. It is carried out by 9 partners (ES, BE, DE, FR, IT, FI, NL, RO, UK). More information.

17:00 Workpackage 6 - Early estimates

Discussant: Lilli Japec

WP6, with 4 partners (FI, NL, PL, SI), aims to investigate multiple data sources of different types in order to produce early estimates, particularly for nowcasting turnover indices. More information.

18:00 End of the first day

Tuesday 15 May 2018

09:00 Keynote speech

Diego Kuonen, CEO Statoo Consulting & Professor, Research Center for Statistics, Geneva School of Economics and Management, University Geneva (CH):
Production processes of official statistics & data innovation processes augmented by trusted smart statistics: friends or foes?

09:40 Workpackage 7 - Multiple domains

Discussant: Michail Skaliotis

WP7, carried out by four partners (PL, IE, NL, UK) aims to investigate how a combination of big data sources, administrative data and statistical survey data may enrich output in the statistical domains of population, tourism and border crossings, and agriculture. More information.

10:40 Coffee break

11:00 Workpackage 8 - Methodology

Discussant: Faiz Alsuhail

WP8, carried out by seven partners (NL, AT, BG, IT, PL, PT, SI), cuts across all big data sources treated by ESSnet Big Data. As it depends on the work done in other workpackages, WP8 only started at the beginning of the second project stage. It addresses issues of big data methodology, statistical quality and IT tools. More information.

12:30 Lunch break

13:30 Big data and official statistics: what's next?

  • Mariana Kotzeva, Director General Eurostat:
From Big Data to trusted Smart Statistics - Official statistics in a digital society and economy
  • Peter Struijs, Coordinator ESSnet Big Data:
Big data for European statistics, plans and perspectives

14:30 Coffee break

14:50 Panel - Big data and the future of the ESS

A panel consisting of Mariana Kotzeva (Eurostat), Dominik Rozkrut (GUS Poland), Sergey Tsvetarsky (NSI Bulgaria), Diego Kuonen (Statoo, Un. Geneva) and Lilli Japec (Statistics Sweden), will discuss the challenges and opportunities offered by big data for the production of official statistics within the ESS. Chair: Peter Struijs.

16:20 Closing session

16:30 End of the second day
