Abstract

Household Budget Survey (HBS) belongs to a field of social statistics and includes variables on expenditure, income for the last twelve months, and other elements of standard of living of a household. The purpose of the survey is to investigate level and structure of personal consumption in households in general and by different socio-economic classes. Acquired data are also used for computing consumer price index ponders, input-output tables, analysis of poverty, and other derived calculations concerning households' consumption. Survey covers all significant variables, recommended by Eurostat. Main users of HBS are: government (i.e. it's offices and ministries), trade unions, research institutions, international organizations, business corporations, journalists, and students. In 1993 Statistical Office prepared methodological and organizational blueprints for the survey that followed two goals: to be comparable to previous surveys and internationally. Classification of consumer goods was adjusted to the one, used for comparison of GDP based on purchasing power parity principle. Certain socio-economic classes were smashed in a way that employment status according to ILO recommendations could be created. Contents of the survey were also adapted to changed legal and economic environment at that time. HBS is a sample survey. Publishing of results usually takes place five to six months after conclusion of fourth quarter of observed year. Definition of population is based upon criterion of permanent residence. Survey covers only individual households, while collective ones (i.e. hospitals, campuses, etc.) are excluded.
